These scales were manufactured by F.J. Thornton & Co in Wolverhampton, England.
The scales is made of cast iron with an enamel coating and feature a pan 12" x 7" for weighing items and a platform for placing weights. Base measures 12" wide.
They were commonly used for weighing ingredients in kitchens or for general grocer use in the past.
The scale in the image appears to be in a used, vintage condition, consistent with its age.
